Public Right of Way

The PROW or Public Right of Way program is a quick and easy way for business owners to use the sidewalk to entice customers into their business. “A” frame signs, sidewalk displays, or sidewalk cafes have traditionally been a way that business owners can enhance and promote their businesses.

Business owners who use the public right of way must obtain a permit from the City of San Diego or the Hillcrest Business Association. The PROW program allows your business to become permitted for these activities without the cost or the hassle of dealing with the City of San Diego.

There are a few quick easy steps a business owner with existing or planned sidewalk fixtures can take to get permitted. Applications are available at the HBA office. Simply provide drawings or photographs of the site, add the city to your businesses insurance, pay a small annual fee, complete the one page application and if your “A” frame sign or display fits within the guidelines of the program you’ll be permitted.
